Background:
The COVID-19 pandemic represents a large-scale societal disruption that required coordinated crisis management across Swedish municipalities, regions, and county administrative boards. Evaluating responses to such events is essential for improving preparedness, resilience, and future crisis management strategies.
The COVID-19 pandemic represents a large-scale societal disruption that required coordinated crisis management across Swedish municipalities, regions, and county administrative boards. Evaluating responses to such events is essential for improving preparedness, resilience, and future crisis management strategies.
Objective:
The aim of this study was to conduct a meta-evaluation of how Swedish public organizations have evaluated their handling of the COVID-19 pandemic, with a focus on methods, quality, and key findings in existing evaluation reports.
The aim of this study was to conduct a meta-evaluation of how Swedish public organizations have evaluated their handling of the COVID-19 pandemic, with a focus on methods, quality, and key findings in existing evaluation reports.
Results:
A total of 110 evaluation reports were included, primarily assessing the pandemic response during 2020. Most evaluations were conducted externally and relied on qualitative methods such as interviews and document analysis. Overall quality was moderate to high, though methodological transparency and scientific grounding were often limited. Four major themes emerged: pandemic planning, inter-organizational collaboration, role clarity, and communication. Findings emphasized the importance of preparedness, clear roles and responsibilities, effective communication systems, and strong collaboration networks. Deficiencies were identified in long-term crisis planning, resource allocation, and methodological rigor in evaluations.
